The 1966 Supreme Court decree treats the Port of San Pedro inside the breakwater openings as inland waters. Scattering there is legal 500+ yards from any shoreline, pier or wharf. This is the busiest port in the U.S., so stay clear of channels and anchorages. Outside the breakwater, follow the EPA 3-nm rule. San Pedro is part of the City of Los Angeles, so file with LA County DPH Vital Records.
