Newport Harbor is narrow and lined with docks and homes, and no spot in it appears to be 500 yards from shore. In practice you cannot scatter inside the harbor; go out past the jetties and 3 nm offshore for the EPA rule. There is no national marine sanctuary off Newport. File with the Orange County registrar.
