Kauai County. No county permit; burial-transit permits come from the state DOH local agent on Kauai (Kauai District Health Office). Measure 3 nm from Niihau and Lehua islet as well when working the west side. Kauai's north and east coasts out to the 100-fathom line are in the humpback whale sanctuary. Avoid Pacific Missile Range Facility (Barking Sands) range/danger areas when active. Nawiliwili is a DOT commercial harbor with a DOBOR small boat harbor; Port Allen is a DOBOR harbor.
