Downtown Wilmington boats are on the Cape Fear River, about 25+ nm upriver from the ocean at Bald Head/Cape Fear River mouth (rough estimate; confirm on chart). Wrightsville Beach boats reach 3 nm off Masonboro Inlet quickly. The river and ICW are public waterways where state law allows scattering. Military Ocean Terminal Sunny Point (Army) restricted waters on the lower Cape Fear River (33 CFR Part 334); big-ship traffic in the Cape Fear channel to the Port of Wilmington.
